The dev wallet ends at zero. The locked 50.4% of the supply is not a treasury and not a war chest. It is the prize pool — 504,000,000 $POW, released on a fixed weekly schedule and handed to holders one hourly ticket at a time. Why it is split this way. The locked dev supply stays cold; its key never touches a server. The fee prize lives in a contract no key controls — the payout bot can tell it who won, but can never redirect the pot to itself. The treasury holds the team's half and spends in public. Only the payout wallet is online, and it carries a small float with hard per-draw caps, so no single compromise can reach the supply or the prize.
